SCAW Presents Rowsell Award to Charles R. McCarthy

The Scientists Center for Animal Welfare (SCAW) honored Charles R. McCarthy, currently a Senior Research Fellow at the Kennedy Institute for Ethics in Washington, DC, as the 1999 recipient of its Harry C. Rowsell Award.
The Rowsell Award is given annually to a person known for his or her commitment to fostering the dual goals of good science and humane treatment of animals used in research, testing and teaching. It comes with a $1,000 honorarium and is sponsored by SmithKline Beecham Pharmaceuticals.
A former vice president of the SCAW Board of Trustees, Dr. McCarthy has been an importantvoice in the field of bioethics. He received his doctorate from the University of Toronto and for 15 years was an ordained Roman Catholic priest. He has taught philosophy and political science at St. Paulís College, the Catholic University of America, and George Washington University. He worked at the National Institutes of Health for more than 20 years,including serving as Director of the Office for Protection from Research Risks. He also has served on numerous advisory committees, task forces, and research committees dealing withissues of bioethics and animal welfare.
The award is given in honorof Harry C. Rowsell, a member of the SCAW Board of Trusteesfrom 1983-86 and a scientist known throughout the world forhis contributions to animal welfare.
